The Bulgarian Hotline operates as part of the Bulgarian Safer Internet Centre and is dedicated to combating child sexual abuse material (CSAM) and other illegal or harmful online content. Established in 2005, the hotline has been working for 20 years to provide a confidential and secure channel for reporting online child exploitation.
Tell us a bit about your hotline
We ensure that all reports are assessed and, where necessary, forwarded to the relevant authorities for action. Our work is closely aligned with law enforcement agencies, internet service providers, and other national and international partners to minimise the spread of CSAM and protect children from online harm.
Why is there a need for a hotline in your country?
Online threats against children are an increasing concern in Bulgaria, as they are worldwide the last 2 decades. The rise in digital connectivity has also led to an increase in cases of CSAM, grooming, and other forms of online exploitation. A national hotline is essential to provide a direct mechanism for citizens to report harmful content, ensuring swift action to remove illegal materials and investigate potential crimes. Without a hotline, many cases might go unreported, leaving children at greater risk.
What is your primary goal?
Our primary goal is to contribute to a safer digital environment for children by effectively identifying, reporting, and removing online CSAM and other illegal content. We also strive to raise public awareness about online risks and encourage responsible digital behavior. By working with national authorities, national and international partners, we aim to ensure a rapid and coordinated response to online child abuse cases.
How did you learn about the INHOPE network?
As part of our broader efforts in online child protection, we have been aware of INHOPE for more than 20 years and we have been a member of the network with the previous consortium. Our connection to the network was strengthened through collaborations with international organisations, as well as through our engagement with European and global initiatives focused on online safety. Recognising INHOPE’s critical role in the global fight against CSAM, we pursued membership in the frame of the new consortium to enhance our impact and improve cross-border cooperation.
What is the most challenging part of becoming a member?
One of the main challenges was ensuring that our hotline met INHOPE’s operational and technical standards, particularly in terms of case management, secure data handling, and collaboration with law enforcement. Establishing the necessary infrastructure and building strong partnerships with stakeholders required time and effort, but it was a crucial step toward aligning with international best practices.
What is the biggest benefit of joining INHOPE?
Being part of INHOPE allows us to work more efficiently in the global fight against CSAM. The ability to exchange intelligence, access best practices, and collaborate with other hotlines worldwide significantly enhances our impact. Through INHOPE’s tools and training, we have improved our technical capacity and strengthened our ability to detect, report, and remove harmful content quickly. Additionally, the network provides invaluable support in terms of advocacy and policy development, reinforcing the importance of hotlines at the national and international levels.
What would you tell an organisation trying to become a member?
Joining INHOPE is a crucial step for any organization committed to tackling online child exploitation. While the process requires dedication to meeting high standards, the benefits far outweigh the challenges. Membership provides access to essential tools, expertise, and an international network of professionals working toward the same goal. My advice would be to engage with existing members, seek guidance from INHOPE’s support team, and be prepared to invest in the necessary infrastructure and partnerships. The impact you can achieve as part of the network is invaluable in protecting children online.
