New Digital Law Marks Safety Milestone for Moldova  

At the end of April, the draft Digital Services Law of the Republic of Moldova
was launched for public consultation. This legislative development marks an important step toward Moldova’s digital modernization and its alignment with European standards in platform regulation and user safety.



From the perspective of the SigurOnline Hotline, the drafting of this law is especially significant, as it incorporates key provisions inspired by Articles 22 and 28 of the EU Digital Services Act (DSA), directly related to the fight against illegal content online and the cooperation with trusted flaggers. These articles lay the foundation for a more structured, transparent, and effective mechanism to address harmful content such as child sexual abuse material (CSAM), an issue at the heart of the Siguronline Hotline’s mission.

A pivotal moment in this process was the study visit to Germany, organized by La Strada and supported by the German hotline FSM, which brought together Moldovan stakeholders, including representatives of the police, industry, and SigurOnline. The visit offered first-hand insights into DSA implementation and enabled direct dialogue with German institutions, reinforcing the value of cross-border collaboration.


In Moldova, the law’s drafting has been accompanied by extensive consultations with ministries, industry, and civil society. The inclusion of robust CSAM-related obligations for platforms represents a critical advancement in protecting children online and ensuring that the country adopts a proactive and coordinated approach to digital safety.
