About the Summit

INHOPE's annual flagship event to combat child sexual abuse material (CSAM) online.

The 9th INHOPE Summit will bring together leaders from hotlines, law enforcement, financial institutions, technology platforms, AI developers, regulators, and civil society in Dublin for two days of research, evidence, and action.

Under the theme Pathways to Safer Systems, this year's summit will explore how we move beyond understanding online child sexual abuse to building the coordinated systems needed to prevent it. Through expert discussions, new research, and cross-sector collaboration, participants will examine the psychological, technological, financial, and regulatory dimensions of online harm, with a clear focus on turning evidence into accountability and commitments into action.

Day one sets the scene. Bringing together sectors that rarely sit around the same table, we examine how online child sexual abuse operates today - from exploitation pathways and the financial systems that sustain it to the role of AI and the gaps in platform accountability. The aim is to build a shared understanding of the challenges we face before turning to solutions. The goal is not consensus on every question, but a common baseline for what we are actually dealing with.

Attend Online - October 6

In-person on October 6th-7th, we move from analysis to action. Working sessions are structured around key systems: financial, technological, legal, and regulatory, to help attendees identify practical ways to strengthen responses, reinforce collaboration, and explore opportunities for coordinated action.

What do safer systems look like? How each one of us — hotlines, industry, law enforcement and regulators alike — can better curate safer systems to address current trends and future needs, and what we can reasonably expect from one another to ensure all sectors in the online child protection space are held to account.

Keynote & Conversation: Mapping the Pathways Into Harm

How do young people move from isolation into exploitation? This keynote examines the loneliness that offenders deliberately cultivate and the organised communities that recruit, escalate and reward. Featuring researchers and investigators working across nihilistic violence, radicalisation and organised online exploitation, with questions from the room and online participants.

SESSION 1: From the Front Line - What Hotlines and Industry Are Seeing in 2026

Opening with data from INHOPE’s 58 member hotlines, this session follows one thread: who is being harmed, what exploitation looks like once money is involved, and where that money moves. Contributions include ten years of Albanian evidence on online violence against girls, casework from the French hotline, and the view from mobile networks that carry the payments, including what operators are doing to disrupt them.

Chaired by Kalina Zografska, INHOPE
Altin Hazizaj, CRCA/ECPAT Albania
Alejandra Mariscal Lopez, Point de Contact, France
Igor Loran, Bee Secure, Luxembourg
Jenny Jones, GSMA

SESSION 2: Tracing the Money, Catching the Crime - Law Enforcement, Financial Platforms, Organised Crime, CSAM & Sextortion

From transaction data to prosecution. Investigators and financial platforms set out how financially motivated sextortion is identified, traced and disrupted across payment ecosystems, where handovers between sectors still break down, and what lessons have been learnt to improve responses across sectors.

Chaired by Sherrie Bosisto, Global Emancipation Network
William Crogan, Homeland Security Investigations
Danny van Althuis, Europol EC3
